Рузвельтом [ Roosevelt, Franklin Delano (FDR)] с целью определения кадровой политики и внесения предложений по реорганизации исполнительной власти (Президентская комиссия по административному управлению [President's Committee on Administrative Management]) из 3 человек под председательством Л. Браунлоу [Brownlow, Louis]. Пришла к заключению о необходимости полной реорганизации исполнительной власти. На его основе было создано Исполнительное управление президента [ Executive Office of the President]. Принят со значительными изменениями по сравнению с первоначальным законопроектом, внесенным в Конгресс [ Congress, U.S.] комиссией Браунлоу [ Brownlow Committee] в 1938.
